I believe it is quite an early example of Winfield Pottery, which was founded in Pasadena, CA by Leslie Winfield Sample in 1929. (Winfield later moved to Santa Monica, in 1946, and closed in 1962). While later pieces were made using molds, this bowl was hand thrown. It is made of semi porcelain, and glazed a deep, mottled sky blue on the exterior and aqua
